WILL RAINS
Chief Executive Officer
William Rains is the CEO and Co-Founder of New Horizon Services. Will’s family originates from both the Great Bend and Salina area, and he is excited to join the community where his dad was born and raised. In addition to administrative duties in his previous role, Will provided Behavioral Support Services to the agency with a focus on providing staff and families a better understanding of why specific behavior occurs. Once a function of the behavior was identified, a solution to minimize or replace those behaviors was developed. With a background in Criminal Justice/Social Service reform, Will has served on numerous task forces and criminal justice advisory boards focused directly with how law enforcement should be trained to utilize specific behavioral interventions while working with the I/DD population.

Chief Financial Officer
Chris is a western Kansas native and a seasoned education and social services professional. His work has focused on grant management and supporting educational and career attainment initiatives. Chris has a solid background in finance, budget, and program management, and is excited about providing inclusive and person-centered supports to the I/DD community.

A Letter from Our President, Will Rains
When I was in 8th grade, I remember vividly a particular conversation that happened when my mother drove me to my first day of football practice at a new school. I was so nervous to meet my new coach and my new team. All I could think about was how much I missed my old school and my old friends. But I remember how calm my mother was. She reassured me that this specific day was going to be an experience I would never forget; an experience that would mold the next years of my life, and an opportunity for me to go in whatever direction I chose. She told me that it was my day, not to be nervous or scared, but to be who I wanted to be. A day to be myself! There were many lessons like this one that stuck with me from childhood, but the support and confidence she showed in me in that moment had a huge impact on me - ultimately, making me who I am today.
One of the most rewarding parts of my 10+ year career in this industry has been seeing that same spark of confidence spring up in other people. And that very principle is something that we have built into everything we do at New Horizon Services. We are a relatively new Home and Community-Based Service Provider, focusing on I/DD services in Salina, Kansas and the surrounding area. Our mission is to provide an inclusive environment that lets every client enjoy their preferred lifestyle and actively work toward integration in society. This gives you or your loved one the opportunity to choose your direction, and our friendly team will help you along the way. It's simple: our focus is on the people we serve, and doing what we can to help them be successful in attaining their goals. Your success is our success!
